A meta-analysis of 190 cross-cultural emotion studies, published between 1967 and 2000, was performed to examine (1) to what extent reported cross-cultural differences in emotion variables could be regarded as valid (substantive factors) or as method-related (statistical artefacts, cultural bias), and (2) which country characteristics could explain valid cross-cultural differences in emotion. The relative contribution of substantive and method-related factors at sample, study, and country level was investigated and country-level explanations for differences in emotions were tested. Results indicate that a (...) correction for statistical artefacts and method-related factors reduced the observed cross-cultural effect sizes considerably. After controlling for valence (positive vs. negative emotions) and kind of study (self-report vs. recognition studies), the remaining cross-cultural variance was associated with subsistence mode, political system, values, and religiosity. Values explained more variance than did ecological or sociopolitical variables. It was concluded that both method-related factors (13.8% of variance explained) and culture-level factors (27.9% of variance explained) underlie observed cross-cultural differences. (shrink)

Modernity is Apocalyptic in essence. This assertion is stated nowhere in The Triumph of Human Empire by Rosalind Williams, nor in l’Apocalypse Joyeuse by Jean-Baptiste Fressoz. But it is everywhere on the pages of these books, which recount the ambivalence with which the project of Modernity and its technological feats has been received in specific times and places, notably nineteenth century Europe. Essence here is not to be understood as transcendental a-historical necessity, but as unfolding historical ontology. Antimicrobial resistance (AMR) is an urgent, global threat to public health. The development and implementation of effective measures to address AMR is vitally important but presents important ethical questions. This is a policy area requiring further sustained attention to ensure that policies proposed in National Action Plans on AMR are ethically acceptable and preferable to alternatives that might be fairer or more effective, for instance. By ethically analysing case studies of coercive actions to address AMR across countries, we can better (...) inform policy in a context-specific manner. In this article, I consider an example of coercive antimicrobial stewardship policy in Canada, namely restrictions on livestock farmers' access to certain antibiotics for animal use without a vet's prescription. I introduce and analyse two ethical arguments that might plausibly justify coercive action in this case: the harm principle and a duty of collective easy rescue. In addition, I consider the factors that might generally limit the application of those ethical concepts, such as challenges in establishing causation or evidencing the scale of the harm to be averted. I also consider specifics of the Canadian context in contrast to the UK and Botswana as example settings, to demonstrate how context-specific factors might mean a coercive policy that is ethically justified in one country is not so in another. In this essay, I focus on the controversy over privacy regarding Google Street View, a website created in the fall of 2008. I also discuss privacy and its role in technology, enumerating several ways in which privacy policy in these situations should be changed for the better.

IntroductionIn prior studies conducted in the United States, parents’ gender-differentiated encouragement of science predicted children’s later science motivation. Most of this research has focused on older children or teens and only looked at the impact of mothers. However, accumulating evidence suggests that gender-differentiated encouragement of science interest may begin in early childhood. Moreover, fathers may be more likely than mothers to treat sons and daughters differently in science-learning contexts.MethodsWe examined 50 United States families with both a mother and a father (...) and either a daughter or a son. On separate visits, each parent reads two books with their child. One was about life science and the other was about physical science. We coded parents’ science-related talk during these interactions.Results and ConclusionIn contrast to our predictions, parents used higher proportions of science talk with daughters than sons, including higher average rates of overall science talk and specific types of science talk. Moreover, most of the child gender effects occurred while reading the physical science books. Book topic and parent gender moderated some additional patterns. Book reading is discussed as a potential context for mitigating socialization experiences that traditionally disfavor girls’ interest in physical science. (shrink)

Antimicrobial resistance (AMR) has been declared one of the top ten global public health threats facing humanity. To address AMR, coercive antimicrobial stewardship policies are being enacted in some settings. These policies, like all in public health, require ethical justification. Here, I introduce a framework for ethically evaluating coercive antimicrobial stewardship policies on the basis of ethical justifications (and their limitations). I consider arguments from effectiveness; duty of easy rescue; tragedy of the commons; responsibility-tracking; the harm principle; paternalism; justice and (...) development; a precautionary approach; and professional duties. I consider how these justifications might form the basis for developing a comprehensive ethical framework, and the need for this to be context-specific and aligned with the priorities, evidence and needs of the particular jurisdictions in which a policy is to be enacted. I demonstrate how the ethical justifications might be used by reference to an example policy of the EU ban on the use of certain human-critical antibiotics for livestock, before concluding with challenges for further development of the framework. Johann Friedrich Ludwig Schröder (1774-1845 ) was born in Germany but moved to Holland at the age of 13. After studying at Halle he joined the Kantian movement in Amsterdam as an active member, cooperating with Paulus van Hemert and contributing articles to his Kantian magazine. During his professional career as a marine instructor (1803-11 ), however, he became increasingly critical of Kantianism. As professor of mathematics, physics and philosophy at the University of Utrecht (1816-44) he traded in his (...) former Kantianism for a variant of the common sense philosophy then in favour in the Netherlands. He now regarded Kantianism as a form of scepticism. Accordingly, in his major work, the Contnbution to a Critique of the Truth of Human Knowledge, he propounds an anti-sceptical doctrine of such ‘basic truths’ as are founded on the immediate relevation of our consciousness. Schröder also attempts to reduce the Kantian doctrine of the noumenon to an inconsistent set of propositions, by showing them to be antinomies in the Kantian sense of the term, even using Kant's own dialectical method in proving their contradictoriness ; these contradictory propositions he calls the 'antinomies of the Kantian philosophy'. In a minor work, The Sign Relation as the Basis of Human Knowledge (translated freely), we find reminiscences of Thomas Reid's Inquiry into the Human Mind: of the doctrine of sensations suggesting our conceptions of things, of causes being the signs of their effects, of 'the natural language of mankind'. Schröder, in developing these ideas in his own way, presents the sign relation as being fundamental to the construction of our knowledge of both nature and the human soul. Only by taking one thing as the ‘sign’ (signal, symbol, symptom, index, expression, picture, representation etc.) of another can we attain a conception of the world as a coherent whole. Our perception of this relation is partly a matter of innate capacities, partly the result of acquired skill. (shrink)

As we combat the COVID-19 pandemic, both the prescription of antimicrobials and the use of biocidal agents have increased in many countries. Although these measures can be expected to benefit existing people by, to some extent, mitigating the pandemic's effects, they may threaten long-term well-being of existing and future people, where they contribute to the problem of antimicrobial resistance (AMR). A trade-off dilemma thus presents itself: combat COVID-19 using these measures, or stop using them in order to protect against AMR. (...) Currently, I argue, we are choosing to continue with these measures, and thus to prioritize combatting COVID-19, without adequate ethical reflection on the AMR-associated costs of these measures. I discuss the magnitude of the possible costs and benefits involved in making the trade-off in favour of COVID-19, and their distribution. I highlight two salient aspects of distribution that can help determine whether combatting COVID-19 whilst exacerbating AMR produces justly distributed costs and benefits: distribution between current and future populations, and distribution between existing geographical populations. Adopting this account, I argue that based on the magnitude and distribution of costs and benefits of combatting COVID-19, we have good reason to rethink this trade-off, and instead consider prioritizing protecting current and future people against AMR, but jettisoning measures against COVID-19 that also exacerbate AMR. Actions to prepare for and prevent pandemics are a common topic for bioethical analysis. However, little attention has been paid to global catastrophic biological risks more broadly, including pandemics with artificial origins, the creation of agents for biological warfare, and harmful outcomes of human genome editing. What’s more, international policy discussions often focus on economic arguments for state action, ignoring a key potential set of reasons for states to mitigate global catastrophic biological risks: moral reasons. In this paper, I frame (...) the mitigation of such risks as a global public good, and I explore three possible categories of moral reasons that might motivate states to provide this global public good: nationalism, cosmopolitanism, and interstate obligations. Whilst there are strong objections to moral nationalism as a reason for states to act, moral cosmopolitanism may provide a broad reason which is further supplemented for individual states through the elaboration of interstate moral obligations. The obligations I consider are moral leadership, fairness, and reciprocity. Moral reasons for individual states action may more effectively or more appropriately motivate states to mitigate global catastrophic biological risks. (shrink)

Individualist ethical analyses in the enhancement debate have often prioritised or only considered the interests and concerns of parents and the future child. The collectivist critique of the human enhancement debate argues that rather than pure individualism, a focus on collectivist, or group-level ethical considerations is needed for balanced ethical analysis of specific enhancement interventions. Here, I defend this argument for the insufficiency of pure individualism. However, existing collectivist analyses tend to take a negative approach that hinders them from adequately (...) contributing to balanced ethical analysis, and often leads to a prohibitive stance. I argue this is due to two common problems with collectivist analyses: inappropriate acceptance of individualist assumptions, and failure to appropriately weigh individual vs collective ethical considerations. To further develop the collectivist critique in the enhancement debate, I suggest we may look to collectivism in public health ethics, which avoids these problems. (shrink)

Global consumption of antibiotics has accelerated the evolution of bacterial antimicrobial resistance. Yet, the risks from increasing bacterial antimicrobial resistance are not restricted to human populations: transmission of antimicrobial resistant bacteria occurs between humans, farms, the environment and other reservoirs. Policies that take a ‘One Health’ approach deal with this cross-reservoir spread, but are often more restrictive concerning human actions than policies that focus on a single reservoir. As such, the burden of justification lies with these more restrictive policies. We (...) argue that an ethical justification for preferring One Health policies over less restrictive alternatives relies on empirical evidence as well as theory. The ethical justification for these policies is based on two arguments: (i) comparatively greater effectiveness, and (ii) comparatively better tracking of moral responsibility. Yet the empirical assumptions on which these claims rest are limited by existing empirical knowledge. Using livestock farming as an example, we suggest that scientific research into characterising antimicrobial resistance and linking practices to outcomes ought to be guided (at least in part) by the imperative to supply the context-specific data needed to ethically justify preferring a One Health policy over less restrictive alternatives. This paper argues that journalists’ discursive actions in an outbreak context manifest in identifiable rhetorical motifs, which in turn influence the delivery of biomedical information by the media in such a context. Via a critical approach grounded in rhetorical theory, I identified three distinct rhetorical motifs influencing the reportage of health information in the early days of the H1N1 outbreak. A public-health motif was exhibited in texts featuring a particular health official and offering the statements of such an official as (...) a mechanism of reassurance. A concealment-of-information motif was exhibited in texts emphasizing the importance of the transparency of health officials, and in texts demonstrating ambivalence about information provided by socially-sanctioned sources. Finally, in texts mythologizing the outbreak to the exclusion of other functions of the text, I identified a pandemic motif. Each motif differs in the conclusions it offers to audiences seeking to gauge relative levels of risk, and to receive information about protective behaviours. I suggest that one means of interpreting the manifestation of distinct rhetorical motifs in the context of a high-risk health threat is the certainty that this context alters moral responsibilities, consequently influencing the manifestation of narrative role. Long presented as a universal policy-recipe for social prosperity and economic growth, the promise of innovation seems to be increasingly in question, giving way to a new vision of progress in which society is advanced as a central enabler of technoeconomic development. Frameworks such as “Responsible” or “Mission-oriented” Innovation, for example, have become commonplace parlance and practice in the governance of the innovation–society nexus. In this paper, we study the dynamics by which this “social fix” to technoscience has gained legitimacy (...) in institutions of global governance by investigating recent projects at two international organizations, the Organization for Economic Cooperation and Development and the European Commission, to mainstream “Responsible Innovation” frameworks and instruments across countries. Our analysis shows how the turn to societal participation in both organizations relies on a new deficit logic—a democratic deficit of innovation—that frames a lack of societal engagement in innovation governance as a major barrier to the uptake and dissemination of new technologies. These deficit politics enable global governance institutions to present “Responsible Innovation” frameworks as the solution and to claim authority over the coproduction of particular forms of democracy and innovation as intertwined pillars of a market-liberal international order. Nipah virus is a priority pathogen that is receiving increasing attention among scientists and in work on epidemic preparedness. Despite this trend, there has been almost no bioethical work examining ethical considerations surrounding the epidemiology, prevention, and treatment of Nipah virus or research that has already begun into animal and human vaccines. In this paper, we advance the case for further work on Nipah virus disease in public health ethics due to the distinct issues it raises concerning communication about the (...) modes of transmission, the burdens of public health surveillance, the recent use of stringent public health measures during epidemics, and social or religious norms intersecting with preventive measures. We also advance the case for further work on Nipah virus disease in research ethics, given ethical issues surrounding potential vaccine trials for a high-fatality disease with sporadic spillover events, the different local contexts where trials may occur, and the potential use of unproven therapeutics during outbreaks. Further bioethics work may help to ensure that research and public health interventions for Nipah virus disease are ethically acceptable and more likely to be effective. (shrink)

The grounding or motivating intuitions behind internalism and externalism seem to be fundamentally at odds. If there is ever to be a viable or satisfying solution to the problem, it must satisfy the grounding intuitions behind both sides of the debate. Duncan Pritchard claims his theory of epistemological disjunctivism (ED) does just this, arguing that it could be the holy grail we have all been waiting for. However, I believe the holy grail is already out there in the form of (...) the theory that knowledge is a mental state (KMS). In this article, I defend the idea the KMS is far better able to satisfy the internalist and externalist intuitions than ED. (shrink)

In this paper I aim to defend the claim that we are a priori entitled to accept that a speaker is being sincere, unless there are positive reasons not to. I look initially at the trust approach to testimony, which claims affective trust plays an epistemic role in our coming to believe that a speaker is being sincere. My claim is that this view is mistaken, and yet has something important to say in recognising the essential difference between testimony and (...) other forms of evidence. This difference is intentionality. It is my view that in exploring the real intentions behind assertions we can discover why it is that we have an a priori entitlement to accept that a speaker is being sincere. If we recognise that intending to communicate is intending to transfer belief, then we must recognise that intending to communicate entails sincerity. A hearer is entitled to accept that an assertion which is explicitly offered as communication is in fact sincere. (shrink)

The intuition that knowledge is more valuable than true belief generates the value problem in epistemology. The aim in this paper is to focus on the intuitive notion of knowledge itself, in the context of the value problem, and to attempt to bring out just what it is that we intuitively judge to be valuable. It seems to me that the value problem brings to the fore certain commitments we have to the intuitive notion of knowledge, which, if we take (...) seriously, reveal that we actually think of knowledge as an irreducible factive mental state. This paper offers an overview of Grace Lee Boggs's community-based and person-centered philosophy and pedagogy, highlighting how education can foster social responsibility and create democratic habits in students, better equipping them to create radical change within their communities. The essay demonstrates Boggs's commitment to philosophical-activist pedagogy and its alignment with a feminist-pragmatist approach, which emphasizes lived experience, pluralism, complexity, and equality, as well as praxis. The essay then considers how Boggs's philosophical activism can be enacted inside and outside the traditional (...) classroom, concluding by describing an educational and activist project called Narrative 4. This essay invites a recovery of "wildness" as a way for philosophers to respond to the present moment which includes: an ongoing global pandemic, economic uncertainty, increasing cultural division, and a crisis in higher education broadly that persistently threatens the status of philosophy programs. Drawing on the American thinkers John William Miller and John Dewey and elaborating on their own philosophical defenses of liberal education, I propose a turn to wildness and freedom in our pedagogies through active and embodied philosophical (...) pedagogy, including field philosophy. I offer two examples of courses that begin to invite wildness into the process of philosophical inquiry. There are increasing pressures for bioethics to emphasise ‘translation’. Against this backdrop, we defend ‘speculative bioethics’. We explore speculation as an important tool and line of bioethical inquiry. Further, we examine the relationship between speculation and translational bioethics and posit that speculation can support translational work. First, speculative research might be conducted as ethical analysis of contemporary issues through a new lens, in which case it supports translational work. Second, speculation might be a first step prior to translational work on (...) a topic. Finally, speculative bioethics might constitute different content altogether, without translational objectives. For each conception of speculative bioethics, important methodological aspects determine whether it constitutes good bioethics research. We conclude that whether speculative bioethics is compatible with translational bioethics—and to what extent—depends on whether it is being employed as tool or content. Applying standards of impact uniformly across bioethics may inappropriately limit speculative bioethics. (shrink)

There are increasing pressures for bioethics research to have translational purposes. Against this backdrop, we argue in defense of speculative bioethics. We explore methods of speculation and their importance. Further, we examine the relationship between speculative bioethics and translational bioethics and posit that they are not dimorphous enterprises, but often support each other. First, speculative research might be conducted as ethical analysis of contemporary issues through a new lens, in which case it is a means of conducting translational work. Second, (...) speculative bioethics research might be a first step prior to translational work on a topic, in which case speculative bioethics is a necessary requirement for later translational work. Finally, speculative bioethics research might be a separate kind of bioethics altogether, in which case it does not have the same objectives of impact and translation as other bioethics work. For each type of work, important methodological aspects determine whether it constitutes good speculative bioethics research. We conclude that speculative bioethics is multipurpose, and whether it should have a translational dimension—and to what extent—depends on the issue. Applying standards of impact and translation as the gold standard across bioethics may inappropriately limit bioethics, particularly on emerging technologies. (shrink)

In this commentary we suggest that asymmetries in reasoning associated with moral judgment do not necessarily invalidate a theory-theory account of naïve psychological reasoning. The asymmetries may reflect a core knowledge assumption that human nature is prosocial, an assumption that heightens vigilance for antisocial dispositions, which in turn leads to differing assumptions about what is the presumed topic of conversation.
